There is a common scam that works as follows: The scammers greet the victim on the street or in a public place and ask for a donation for some plausible purpose, such as to help the victim of a crime or accident. The scammers claim they can't take cash and need a credit or debit card. The victim agrees to donate a small amount. The scammers put through charges for hundreds or thousands of dollars, using a mobile device. Often the scammers will ask the victim for their phone; this is to delete any alerts that the financial institution sends.
The bank is obligated to credit the stolen money. The situation is the same as if a merchant charged you for more than the agreed price.
